Part of the reason for the state budget crisis is that money is being diverted to fund secret government projects. There are dozens of them.

One example is the use of implants in the brains of people on the surface of the earth, together with satellites overhead that are able to communicate with the implants from hundreds of miles up in the sky by an X-ray laser beam.

The system is able to not only track individual people anywhere on earth, for the duration of their life, but also upload their thoughts, which are then stored for later review. It can also download thoughts to them, which they are not able to distinguish from their own.

This technology, and others like it, was slowly developed in the first 65 years of the 20th century, and became a reality by 1970, at the very latest. The old Apollo program helped fund it at the time. Money was diverted then, as it is now.
